CAPT Andrew Joca graduated from the United States Coast Guard Academy with a Bachelor of Science degree in Civil Engineering in 1998, and earned his Master of Science degree in Project Management from the George Washington University in 2009. He is a licensed Professional Engineer in Rhode Island and Alaska, a certified Project Management Professional and a qualified National Incident Management System Type 2 Logistics Section Chief.
In his current assignment, CAPT Joca is responsible for providing mission support for Coast Guard operations in the Hawaiian Islands, Guam and throughout Oceania.
In his previous assignment CAPT Joca was the Office Chief for Contingency and Deployable Logistics, where he oversaw coordination of mission support for Coast Guard contingency responses and expeditionary deployments worldwide. CAPT Joca’s first Coast Guard assignment was Damage Control Assistant on the Coast Guard Cutter DAUNTLESS in Galveston, TX. Other assignments include Rescue-21 Project Officer at CG Headquarters; Senior Port Engineer at Naval Engineering Support Unit Miami; Engineer Officer of Coast Guard Cutter RESOLUTE in St Petersburg, FL; Planning and Real Property Branch Chief at Civil Engineering Unit Providence, RI; Facilities Engineer at Base Kodiak; and Commanding Officer of Coast Guard Civil Engineering Unit Juneau, AK.
During Arctic Shield 2014 and 2015, CAPT Joca served as the senior on-scene liaison, and was a key player in the establishment of a sustaining Coast Guard presence in the Arctic domain. CAPT Joca served a rotation as the Marine Environmental Response Team Lead at the Deepwater Horizon Unified Area Command in New Orleans, Louisiana overseeing vessel support, base support and oil spill recovery equipment logistics for the 5 state response area.
CAPT Joca's personal awards include three Meritorious Service Medals, two Commendation Medals, three Achievement Medals, a Commandant’s Letter of Commendation and two Arctic Service Medals.
CAPT Joca is from Middleburg, Florida and is married to the former Katie Tourtillotte, from Boothbay Harbor, ME. They have two girls, Molly (13) and Amelia (10).
