Emergency Preparedness and Infrastructure Resilience


The Kentuckiana Post (KP) Emergency Preparedness and Infrastructure Resilience Committee (EP&IR) has experienced another very active year in 2012. Committee member Clay Kelly continued to serve as the KP representative to the Kentucky Division of Emergency Management (KYDEM) Private Sector Working Group. Mr. Kelly has been involved with various KYDEM exercises focused on potential emergencies in Kentucky and surrounding states since 2010, primarily in preparation for response to a New Madrid seismic event. His 2012 involvement on behalf of the KP includes sharing private sector partnership success at the TISP Critical Infrastructure Symposium in Arlington, VA, participating in the CUSEC Public/Private Workshop near Chicago and attending multiple KYDEM strategy meetings.

In support of these preparations, KP’s Lee Carolan and the EP&IR Committee, along with FEMA and KYDEM, organized two day-long workshops led by Mr. David Davis in April at the University of Louisville Shelby Campus. The workshops were attended by private and public sector individuals and groups of engineers, architects, emergency managers and others. The workshop presentations on the first day were FEMA 154, Rapid Visual Screening of Buildings for Potential Seismic Hazards and Rapid Observation of Vulnerability and Estimation of Risk (ROVER). The presentation on the second day was ATC20, Post-Earthquake Safety Evaluation of Buildings.

The EP&IR committee has also developed a preliminary list of SAME member companies interested in supporting disaster response and recovery activities should KYDEM issue a request for engineers and other professionals. We performed one test call-up this year to confirm the accuracy of the contact information. At this time we are working with KYDEM to establish a second exercise in collaboration with their staff.
